Where do you buy Japanese style clothes (on a budget)?

I’m specifically looking for Noragi and Hanten (if you can even them them now), but generally where can you find these for relatively cheap? I’m aware there are chains like Mode Off for used clothing, but would love to discover other less known places as well. I don’t mind if it’s used, new, or somewhere in between, but preferably physical shops.
