Japanese road signs…

I have noticed in various images that while most road signs will use hiragana or kanji+hiragana (i.e. 止まる) some will just replace the hiragana with katakana (in the above example that would be 止マル)

Is there any reasoning in how the signs are created or is it just a matter of older/newer?
