U.S. Driver’s License to Japanese License – 90 day rule

I posted something before but wasn’t exactly clear in my previous post.
I renewed my U.S. driver’s license in December but from a D.C. to a VA one. With the D.C. license, I would be ineligible for an automatic conversion to a Japanese license and would have to take the driving test. With the VA one, I don’t have to take the driving test and can just automatically convert my license.

BUT the problem is, I have to be in the country for 90 days after receiving my license. I’m not 100% clear if they meant after I have received my license in general since I first got it in 2012 or my new VA license.

I was only in the states for like 5 days after I renewed my license from a D.C. one to a VA one. I also have my D.C. license which I obtained in 2018 and can prove I’ve been living there from my previous rental contracts and tax returns.
For the VA one, I obtained it December 2023, but I had a VA license with the same address from 2012-2018 and can only prove it with some tax forms in college.

Could someone help clear this up for me?
