Japan Struggles with Invasive Raccoon Crisis

Does a spouse of a deceased Japanese resident who receives Spousal US Social Security pay inheritance tax? My Japanese wife informed me that the surviving spouse had to pay inheritance tax on the future value of the benefits. This sounds crazy but I was wondering if anyone knows about this.
