Company deducting 80k yen a month for “taxes” on a 1 year contract. Does that make sense?

So a friend of mine was recently offered an opportunity to work in Japan through a govt-funded mediator company. This mediator company is supposed to sponsor his accommodation and moving expenses. However, they said they’ll be deducting 80k yen a month (from his 350k yen monthly salary) and when he asked about it they said it’s for “income tax”. Is that them looking out for his taxes ahead of time? Does that make sense for a 1 year contract?
