Green Tokyo

I have only stayed a few days in Tokyo, but I have to say, I am really pleasantly surprised, about how green Tokyo is. With that I mean the abundant amount of trees, bushes, plants etc. even in narrow streets, on buildings, roofs, besides of all the parks and gardens obviously.
Usually I’m relatively sensitive to bad air quality due to some health issues, but I haven‘t felt any issues related to that, while staying here. Surely the location near the sea helps with that, but I guess the fauna creates some nice microclimates as well.
I was just wondering, is this the result of some building regulations, or something similar?
