Are circle lenses as safe as clear contacts?

I’m a guy with black-brown eyes. I think it’d be fun to add a blue halo around them or just have a larger iris or something once in a while.

Halloween contacts are only meant for 1-2 hour use. But I think Japanese people wear circle lenses all day. Are they considered as safe as regular contacts?
