ね asks ‘isn’t it’, eg いい天気ね.
よ is like ‘let me tell you’.
And the listener can’t have opinions on whether another person has a thought (whether the thought is correct or not is another matter).
So can I say that と思うよ is often used, while と思うね is illogical?
