How hard would it be for a foreigner with PR to open a small food stand-type of business in Japan?

Could be anything. Selling muffins or hot dogs or mac & cheese, doesn’t matter.

Just wondering how hard it would be to open and operate one. Depends on location too, of course. Just curious about whether or not the process is complicated and long or simple and short, how much it costs for typical rent, licensing, etc. What’s usually involved?
