What’s up with jobs that have a really low “base pay”?

I’m having the darndest time finding a new job. Yup my Japanese is poop. Can do basic stuff like interviews and chatting but reading and writing and Keigo are poop so I looked into blue collar work.

So many jobs will be like ¥380k+ which is a living wage.

Then in the interview I’m given a sheet with a crappy “base” wage of like ¥200k then a bunch of allowances. I have a wife and two kids. That’s ¥20k a month. I have a gold license, that’s ¥5000 a month. I own a house, that’s ¥10k a month

Then they have ¥100k in OT pay. Like fuck that. I don’t want to work 60 hour weeks or 6 days a week in order to make a living. I currently make ¥330k at 5 days a week. A few hours of OT here and there are fine (I’m not really paid for the OT since I *could* up and leave but that wouldn’t sit well”

Hell, one company was surprised when I mentioned that my “base” is ¥330k. No allowances, that’s including commuting costs, not OT is included in that. The guys went all wide eyed. Every job I’ve had in Japan had a “base” pay of over ¥280k. Is it just a blue collar thing?
