   So for 日本語での意味 “the meaning in Japanese.” The word meaning is being modified by “in Japanese,” to indicate what kind of meaning you’re talking about.

   In the case of [USER] への返信 you could also say [USER] へ返信 but the nuance is slightly different because that becomes basically an incomplete sentence fragment. More like “reply to User” where it doesn’t feel grammatically correct on its own. But by adding the の it becomes a nominal phrase — “a/the reply to USER” — that can stand on its own.
