Mysterious Sculpture in Ueno (Monument of The Birthplace of Tohoku Joetsu Shinkansen Ueno Station The Invited Residents Movement) Backstory and context??

Hey All,

Recently took my first trip to Tokyo and got enamored by this sculpture in Ueno.

From what I gather ([https://www.tripadvisor.com/Attraction\_Review-g14134274-d16754985-Reviews-Monument\_of\_The\_Birthplace\_of\_Tohoku\_Joetsu\_Shinkansen\_Ueno\_Station\_The\_Invite.html#/media-atf/16754985/421941459:p/?albumid=-160&type=0&category=-160](https://www.tripadvisor.com/Attraction_Review-g14134274-d16754985-Reviews-Monument_of_The_Birthplace_of_Tohoku_Joetsu_Shinkansen_Ueno_Station_The_Invite.html#/media-atf/16754985/421941459:p/?albumid=-160&type=0&category=-160)) – the sculpture is to commemorate a community movement to add Ueno station as a Shinkansen stop? If so what does this charming (and crazy looking) little guy have to do with it?

Thanks!
