Denied Drivers License Conversion

My wife had her license conversion interview at the Yamanashi center and was denied further processing due to a lack of documentation. She is Vietnamese American, born in the U.S., and they said she could not prove she resided there for 3 months despite providing:

• 6 years of lease documentation for where she lived, including renewal documents
• Her passport
• 20+ years of driver’s license history from the state
• As a last attempt: our marriage certificate and our children’s birth certificates

None of this was enough after an hour-long interrogation in a private room with a translator present.

They said she would need a CBP I-94 showing entry and exits from the U.S., which only exists for foreign travelers to the U.S. From what we can find online, she needs to submit a Freedom of Information Act request for this documentation.

On the other hand, I’m white, went in, was asked a few questions, and only showed my passport and was approved for the conversion process…

Has anyone else been through this?
