Touts in front of Urakami, Roppongi manhandling females

I visit roppongi ever so often for work and I see touts next to the Urakami building and they manhandle women and they walk that strip like they own it. They nodded at the kebab shop owner and the owner just straight up ignored them. It was hilarious.

They have man handled girls in to lift next to Urakami while cops were like 2m away. I saw this the first time and I have been vary of going to cops since these guys won’t act that way unless they have connections.

Is it like this in kabukicho as well?

Please let me know if I’m breaking any rules. I don’t know anyone in Tokyo to ask this question.

  1. If they are physically touching people just walking past, you can report them to the police.

    But I don’t think there is so much you can do about it, unless several actual victims do the reporting.

    Some in parts of Tokyo, there are battles between the touts and anti-tout patrols. You see the signs banning touts and guards standing there. The touts basically ignore them, almost leading to physical altercations.

  2. The Japanese government made a deal with Nigeria in the past, for oil imports. Part of the deal is to allow some of their citizens to work in the entertainment business in Japan. So these touts are protected by the Japanese government so to speak. They are not illegals. Police won’t do anything unless its a serious crime
