Are loud cars with after-market exhaust legal in Okinawa? I heard that part of JCI inspection is a noise test that will fail if too loud and people install a temporary exhaust to pass then swap it with a loud racing exhaust. I have a neighbor with an obnoxiously loud car that insists on revving it up late at night – is there anything I can do?
