Wallpaper over concrete

I am looking to get new wallpaper for my home. Can wallpaper be on concrete walls given how humid Japan is. I am asking because when it’s so humid the tiles on the stairs sweats. I just don’t want mold growing. Current wallpaper show signs of mold but no one has lived in the house for 4.5 years so the house wasn’t aired out.
