Here's mine;
Narita: top heel, head of the group.
Great O'Khan OR Henare: I think United Empire is beyond worthless now, and either GOK or Henare need to abandon that sinking ship. I think GOK would be great with a darker gimmick, just throwing people around and terrorizing them, but don't think the company sees him in that light. HENARE though would work just as well, since he's not really a babyface anyway.
SHO and YOH: reunite these boys as mischievous, gothic, Junior tag royalty. Once upon a time I thought both of these guys would be better of separated, but it's clear that they should reunite. There's money in it.
Youngblood: these guys could work in literally any faction: LIJ (with Tsuji at the helm), TMDK, War Dogs, but I would like to see them as Narita's personal hellhounds of destruction.
Dick Togo: the old guy that eats pins now and then, works well with his survivalist character.
Kosei Fujita: Junior kingpin. Come on, you know it would be money. Fujita turning his back on his mentor ZSJ, to sell his soul. Fujita's a great babyface now, but the dude looks and works like a heel, that's his destiny. I wouldn't do this turn right now, but in a year or two.
EVIL and Yujiro are due a face turn, and Uncle Nobu doesn't fit HOT in my opinion. Plus, whenever these sorts of turns happen, you gotta do a swerve or two.
