It’s a dictionary definition. Somewhere up in the text, the word 古代 appeared. The writers assumed you wouldn’t know what that meant, so under 注1, they gave you a short definition of the word.

I was answering N3 mock reading texts and was also confused when I first encountered them. They’re actually just footnotes. Lol. And I thought they were something I was supposed to answer.
