Which is the best city to stay for a day, close to NRT airport and Shibuya ?

I am travelling to Japan in September and landing at NRT airport. My friends will be arriving a day after so I need to stay somewhere close to Shibuya for a day. Can anyone please suggest which city would be the best ?

I am leaning towards Chiba as it is directly connected to NRT and a big city

I also need advice on any tips and tricks for booking hostels or hotels in japan
