Is it possible to get special dark window tint permits for cars here? for retina disease.

In some countries you can get special permits for light sensitivity from retina diseases that allow you to have darker window tint than normal regulations. I'm supposed to always wear sunglasses outside bc I'm super sensitive to light, and I'd like to get darker window tint than they normally allow, especially on the front. The retina disease is something I can easily prove with a quick trip to any eye doctor, if this is a thing here.
