Life in Tokyo with a large dog (specifically transport)?

I am planning to get a large breed puppy in Tokyo but I am coming across some difficulties. I have a decent-sized apartment right next to a huge park in Tokyo. I have checked with the landlord and got the go-ahead, found an ethical breeder, sourced puppy classes. So far, so good.

But the main issue is transport.

Coming from the (very dog-friendly) UK this was a bit a shock, but no dogs over 10kg (or uncaged) are allowed to ride on trains or buses. Too bad, I thought, I'll just rent a car. But car rental places have a 10kg limit and a caged requirement as well. So how are people with medium/big sized dogs supposed to get around??

The only option I can think of at the moment is just to rent a car and then pick up the dog afterward, put down a thick waterproof sheet and then vacuum when we're done. I'd rather do things above board but this seems to be my only option – short of buying a car, which is a bit over budget at the moment.

Does anyone have a medium/large size dog here, but not own a car? How do you guys cope?? Do you just rent a car and not say anything?

I'd quite like to take my little guy hiking at the weekends. Any advice would be much appreciated 🙂
