Long story short, about a year and a half ago I had moved apartments from Shibuya to Setagaya Ward. At the time I had gone down and received my Notification of Address Change to take down to Setagaya city hall but completely forgot to go there to finalize the address change. Do I have to go back to Shibuya city hall to start the process from scratch? Am I going to get an absolute shellacking?
