Why doesn’t Japan move time to be an hour later or have DST

Waking up at 4:30 due to the sun coming up and sun setting at like 7 makes me wonder wouldn’t it make more sense to have a 5:30 start and 8 pm end for the sun to set moving an hour or two later. Anyone know?
