I got an offer to do an IT work so Me and my spouse will be moving to Tokyo soon, I will be on working visa and she will be on a dependent visa.
Both of us are highly skilled IT professionals. Both have degree in computer science and has experience is multi cultural environment.
She wanted to work as well but given she’s on a depedent visa, I dont think its allowed?
Can she get a job ?

She can either work part time on a dependent visa or find a full time job that supports a work visa for her.
If you’re coming on a Highly Skilled Foreign Professional (HSFP) visa then your spouse would have no limitations on their work. Otherwise as your dependent they can request permission from immigration to work up to 28 hours per week. If she is able to find full time work then she can request a change of status to something more independent of you (assuming her employer is prepared to sponsor her).
