How about your credit card? Is it issued in Japan?
Do you want to buy a kindle device or kindle ebooks?
If you want the device, you can just get one in your country.
As for ebooks: im using a japanese address and a german credit card and it works fine(obv im from germany).
Also, are you you using a amazon jp account? as you mentioned amazon com multipletimes, both are different accounts
To get mine to work, I created an account on Amazon JP (went to amazon.co.jp, not .com) and just used my address at the time which was my Australian one with my Australian card as my payment method.
It all worked to get Kindle books without a VPN and should still work, probably, unless things have changed in the past few years.
You need to use .co.jp not .com.
What’s going wrong? What doesn’t work? Are you getting any error messages? It’s hard to fix a problem without knowing what it actually is.
I think there is an option to change your home country, so maybe try that. Also log in incognito with a vpn
I’m to understand .co.jp and .com are 2 different sites, and have separate accounts and namespaces.
It might be better for you to setup a new account directly on the .co.jp site instead.
I made a new international Gmail account, and then used that to register for a new Amazon JP account, all while connected to Japan via VPN. Then entered a Japanese address. This worked fine for maybe a month ago, should be good to go. I would just start over, and do the whole thing while connected to VPN.
Did you change the address for your digital purchases in Manage Your Content and Devices? Adding a Japanese address to your address book wouldn’t work.

Trying to use the same account/email or linking them has been said to cause a [whole slew of other issues further down the line](https://weblog.bulknews.net/linked-accounts-on-amazon-a82f18f7c181).
