Arriving Shimizu by cruise – possible to get a driver/guide on the day instead of pre booking?

Arriving in Shimizu on a Celebrity cruise soon. I want to visit Mt Fuji and other local attractions in the area. The cruise tour is very overpriced and pre booking a tour online is also very expensive or no longer available.

Is it possible to find drivers or tour guides on the day we arrive to take us places?
