How to setup electricity and water with poor Japanese and no Japanese bank account

I just purchased a house and my intermediary wants 147,840 Yen a year to set up and manage.

Is this excessive and are there better alternatives? Any chance I could set up these utilities with a Revolut account or is a Japanese bank account compulsory?
