Certificate of Eligibility for a spouse. Who is the “spouse” and “applicant”?

My wife, who is applying for CoE, is trying to fill out the CoE questionnaire, so she can also get the long-term visa (I already have one). However, the basic terminology of "spouse" and "applicant" is confusing. The questionnaire says

* Applicant (your partner) refers to a foreign national subject to examination in order to enter or stay in Japan (a foreign national wishing to stay in Japan).
* Spouse (you) refers to a Japanese or foreign national married to the applicant.

So, is my wife the applicant or the spouse? The parenthesis (you vs your partner) and their explanation seems to contradict.
