I’m moving to Kyoto next month for language school. I’m a practicing Catholic was wondering what the Catholic Church is like in the Kyoto-Osaka. I know English mass is a monthly event, but are there and youth groups or ministries?

Have you contacted the church(es) or diocese?
Try visiting the The Grand Cathedral of the Virgin Mary of Osaka, Japan. You will find the statue of Don Justo Takayama, who was Beatified for sainthood. He was a samurai daimyo who died in Manila, after bringing Japanese Catholics from Japan.
I believe the parish in osaka umeda has regular English mass every Sunday at 9.

There is one in Kyotanabe, which is on the Osaka edge of Kyoto. There must be more, especially in the heart of Kyoto.

I doubt they are very active, though. There are not many Catholics in Japan.
If you are a Catholic who attends Traditional Latin Mass, and by no means indiscriminate of the SSPX, I think they have a Mass at Osaka every Sundays at 9AM.
