I started practicing Japanese on Duolingo recently. They have a section specifically for learning Hiragana & Katakana; These lessons sometimes include drawing/tracing exercises where they have you draw out the character for a sound. They gradually take away strokes until you are writing the entire character yourself. However, they don’t seem to have any sort of feature that lets you just focus on writing. They just mix these exercises into their various lessons.
Are there any decent apps that will quiz me on Hiragana/Katakana and make me draw out the various characters on my phone (ios)? I know I can write the alphabets on paper, and that is great practice, but when I do so, I tend to write the characters in some specific order. I would like something that would quiz me continuously in writing out random characters.

It was OK. After you finish learning a new set of kana it will keep giving you reviews on subsequent days. So eventually you will end up getting “random quizzes” with all the kana.
I used obenkyo. It has quizzes on hiragana nd katakana and I mostly really got to learn a lot of kanji through it. There are probably some newer better looking apps by now though
I can recommend Kanji Teacher by Christian Rusche if it‘s available in your region.
The app isn‘t supported anymore, but the kana portion is definitely fully functional
