Are prices at 2nd street already without VAT?

I purchased some items today, the total was not discounted, which I realized only after leaving the shop. Is this normal there? Other 2nd hand shops in Tokyo like Hard Off did charge me a lower price after removing VAT. ​​​​​​​​​​​​​​
