Who should I talk with to learn about vehicle modification legalities?

Title, would it be someone involved with the Shaken Jo? Or is it some other department? In NZ, the places that would check the WoF (shaken) wouldn't know shit about the law they just sign off the checklist. There was an Engineering side which would sign off and check to make sure everything was safe and then give out a new Vin plate displaying the modifications?

I just ask cause I'm always curious and the internet is FULL of mis-information. I've seen engine swapped cars that have been street legal and I believe it just requires some check and a Shaken check yearly as well.

If you're curious, my current day dream is a classic rover mini with a diahatsu copen turbo engine in it. Would that make it a Kei car? It fits within the Kei dimensions and would have the correct sized engine…
