working on a long-term visa?

My husband and I want to move to Japan. He has Japanese ancestry, his grandmother was born there as a Japanese citizen, she moved to the US in the 60s with her husband. So we can easily trace his ancestry to Japan and he still has family there and we are 99% sure he is listed in their family registry.

My question is, by having a long-term visa, instead of a work visa specifically, would he still be able to work? Like if long-term visas can be up to 5 years, he can work, right? I can't find anything on the .jp website specifically mentioning work so I'm looking for definitive answers.
