IP Phone with 050 number can’t call so many service numbers

I've got a 050 IP phone number with Twilio PBX and for whatever reason I can't call so many service numbers, which really is annoying. Found this list on KKDI https://www.kddi.com/phone/ip/not-available/
Is this a twilio issue or just general ignorance of 050 numbers? Is there any solution without changing to a 03 Tokyo number?

EDIT: It's a "landline" phone running 3CX
