Brother lost his passport and money

Hello! I hope this is the right sub, but I'm looking for some advice regarding my brother. He's (18m, Korean-Canadian) currently travelling with his friends in Japan. For context, he apparently lost his passport while on the JR express train from Otaru to New Chitose Airport. He isn't sure about this part, but he feels like this is also the same time he lost his money. He had a fair amount on his person (~ 140,000*. Please don't ask. I don't understand a teenager's logic despite being warned several times). While it would be great to get the money back, I'm more concerned about finding his passport. He has a flight to Tokyo in about 2-3 days and I'm told that the Canadian embassy is there, but I'm hoping to resolve this before it comes to that. He will be staying in Japan for roughly & more days, and Tokyo is his last stop.

He doesn't have access to a Japanese phone number at the moment, so things are a little tricky with immediately contacting places he's been, and there is no fluent Japanese speaker within the group. If I'm being frank, him and his friends aren't very assertive, so I worry that them lacking the means to properly communicate will cause more harm than good. If anyone has advice or clear, concise instructions on what to do, I would be try much appreciate it.
