Help with correct meaning of ほど

「性格が悪い」人ほど自信に満ちている.

Grammatically (ignoring context), is there a component of this sentence that tells us that the translation should be:

"The more "bad-natured" a person is, the more confident they are"

Instead of:

"You're so full of confidence, to the point that your personality sucks."

Or is it purely contextual?
