Always hear Osaka people are more chill. Anyone see any truth to this?

I really love Tokyo and my friend group here. Been to Osaka but no way to tell from just trips.

edit: I did mean nice, relaxed, kind for chill. Maybe I’m younger with my usage or just dumb lol. thank you for all the kind replies!
