Why do nearly all Indian restaurants in Tokyo have the same menu?

It seems 90% of the cheap Indian restaurants in Tokyo have the same menu items – it's like it came out of a template or something. It often includes green curry for some reason.

I've once heard that it's the Indian government recruiting people and giving them loans to open restaurants in Japan, which is what is causing the unimaginative cookie cutter results. Haven't found anything online about this though. I know there's a similar program from the thai government so it doesn't seem far fetched.

Anyone has insights on this?
