Far reaching alarm in Kyoto Station area at 2:30 this morning

Anyone know why the city alarms went off at 2:30 this morning? Just a block south of Kyoto Station. I could hear hotels evacuating on a number of streets.. whistles blowing. Checked for seismic activity but nothing…
