Is there an upcoming drone license system and will it impact recreational flying?

I have been very interested in starting flying drones (particularly FPV) as a new hobby, so I first hit the search bar to see laws and such in Japan. I came across discussions [here](https://www.reddit.com/r/japanlife/comments/u8xtgm/any_drone_owner_here/) and [here](https://www.reddit.com/r/japanlife/comments/sdo5h2/any_professional_drone_operator_in_this_sub) noting the [recent registration requirements](https://www.mlit.go.jp/koku/drone/en/) from June 20 2022, and one user in particular claiming the government is putting together a full on licensing system to be implemented by the end of 2022.

I couldn’t find any info online in Japanese or English on recent developments regarding this new system, except for [this article](https://www.hb-j.jp/column/detail.html?id=515) speculating it might start December 2022. They also go into detail about different levels of qualification that can pave the way for businesses to use them over high dense areas (eg. drone delivery in Tokyo). If my Japanese Google Fu isn’t up to snuff, can anyone help shed some light on the future of drone flying in Japan? Will a license be required for flying for fun even in permissible areas (without needing permission in the first place, like deep Hokkaido), or is it going to help streamline the process for folks flying for commercial use?
