Student exchange and further

Hey everyone, I am currently enrolled in a computer engineering master's degree in a German university. I recently thought about making an exchange year at a Japanese partner university (maybe the Tokyo Institute of Technology).

I am currently nowhere near fluent in Japanese. I started self-studying half a year ago with Duolingo, the moe way method, and Genki, but I will take in-person lessons at my uni next semester.

Here is my first question:

How well does one have to speak Japanese to take part in courses, preferably in a mix of Japanese and English, at a university like TITech? And is it possible to achieve this level in one year?

Now the second part:

I want to use this student exchange to experience Japan from a nontouristic view to decide whether I would like to get a doctoral degree in computer engineering / science, after my master's, in a Japanese university or not.

Did anyone also take that route to check out Japan before committing to a long stay?

How well do my grades have to be to even consider a doctoral degree?
