Moving when owning a car, I have several questions about it

I'll move at the beginning of August and bought a car several months ago, haven't done the shaken yet, it will be my first one next March.
I know that I need to change the address of the car and called the new city automobile department something, but my Japanese is still lacking, they told me that do I need to change the Shaken address but I'm not sure if that's the same as changing the car address

1- Is changing the shaken address the same as changing the car address? Like is it the only address I need to change?

2- I kinda hear something a out changing the address the yearly tax paper is sent, is that also changed once I update the shaken address?

3- How do I know if I need to change my number plates? I'll be moving to the city next door. When I asked on the phone I was told I needed to but I know that it is not mandatory depending on how far are you moving to (I think is one of those, you don't have to but we want you to. kind of situations)

4- I was told that one of the documents I need is the one you request at the police station when they have to go and check if the parking loot actually is open, (I hate this!) None of my friends have been requested this when moving, only when buying a car, did you guys also needed this when you moved?

All in all I feel like I am being asked for more things that what it is really necessary, I know that they always do that but I don't know what it I'd that I really need (the bare minimum if you will)

Btw I was told there is no real time limit to do the address change and everything, which I find weird
