How to create Hashi (chopsticks) for practice (with rubber band and paper)?

I once saw my mother in law using folded paper and household rubber band to build Chopsticks for practice.

Currently I don't have access to her skills or to the Japanese marked buying on of the ready to go products. But I am also not able to find a good how-to-guide in the internet.

How to build that?
