A particular question about japanese fashion history

Hi I remember reading about a period in Japan when the emperor stablished a law prohibiting the nobility of wearing patterns on their clothing, so they started wearing plain kimonos, but to show off their wealth, they would get them fully embroidered with very very tiny stitches so they would be imperceptible from far away.

Was this real?
Did I dream about it?
When did this happen?
Am I thinking of sashiko?
