Applying Naturalization (帰化) without family documents

Have read Turning Japanese page and it said case worker don’t care no matter what my family condition is, I have to bring all family members’ original and copy of personal documents. Then I went to osaka city houmukyoku and even after hearing my background, as expected, the case worker still insisted I gather ALL family papers.

Both of my parents have passed away, and I have cut my ties to all my abusive siblings. I don’t know their current numbers and address, and the one I know refused to cooperate. I have no one in my home country who can assist for gathering the docs and sending them to me, and the bureaucracy is so messy that it’s impossible to get them even if I personally go and request the papers to my municipal offices.

I can only provide -bad quality- copy of few such as family registrations, one of 3 sibling’s birth certificate, and one parent death certificate. Assuming I can get all the remaining and japan-issued documents, is my chance of naturalizing still screwed without my family papers? Is hiring lawyer raise the chance to get past this kind of barrier?

I keep hearing that case worker is willing to be flexible or offer solution (maybe a replacement) for the things I can’t provide, but how “forgiving” they actually are? I would appreciate if any other redditors have similar stories and share it here. Thank you.
