Second year Health Insurance Premiums increased 5x

I live in Shinjuku-ku, and my first year premiums were around 1650 yen per month, but starting July, they will be 8210 yen per month. I haven't had any salary in Japan yet (currently a student in language school about to start my second year here next month/first year anniversary), so I'm surprised that the premiums increased that much. Is that normal? I though it was based off of your income? I haven't had any income, so what are they basing the premiums off of? Should I try going to the ward office to see about lowering the fees due to not having any income in Japan yet?
