Is there any prefectural or city department that deals with wildlife control? I've asked some colleagues and they haven't heard of one.
I saw a pair of either Tanuki or North American raccoons behind my building that were in bad shape. They were very skinny, had lost most of their hair and were scratching, which makes me guess mange. Any ideas where I could report this? Looking on my city website hasn’t helped, but I'm not sure which search words would get me the best results.
