What’s a 「特定法人」?

I'm trying to make a Corperate Account for new founded KK.

I'm the 代表取締役 and the only employee of the company. I hold 100% of the stock and full control of the company.

Now when I try to apply for 住信SBI, after I filled the form they identify me as

1.設立後2年を経過していない法人であって、その事業を開始していないもの （外国法に準拠して設立された投資事業体を除く）

Which is true, and that make my KK not a 特定法人 according to them.

But when I try to fill out the form for Paypay銀行 (I plan to apply for both simultaneously just in case)

They have a survey and it identify my KK as a 特定法人. I wonder which one is correct here?)

特定法人について – PayPay銀行

This is the survey I'm talking about. My answer for each question were:

1. 法務局への設立登記手続が完了し、事業を開始していますか？ > はい、法務局への設立登記手続が完了し、事業を開始しています。

2. 法人設立後、最初の決算は終わっていますか？ > いいえ、まだ初年度の決算は終わっていません。

3. お客さまの法人は、下記（1）～（11）のいずれかにあてはまりますか？ > （1）～（11）のいずれにもあてはまりません。

Result: お客さまの法人は特定法人に該当します。
