Re-applying for residence.

Hello,
This is a little unique, so thanks for help.

I used to work in Japan with a valid residence till 2027.
However, I came to work from home from my country in January 2023,

I decided to extend my stay at home, but I forgot that my Re-entry has expired.
I also left my Japanese company in August 2023 still being outside Japan.

Fast forward to now, I found a new Japanese company which gave me a new COE.

Needless to say, I was not able to complete my move-out process at my last residence in Shinjuku (it was a company dormitory, now company(old) has given it to someone else).

My question is, as naturally my Visa is cancelled:

  1. If I apply for a new Visa with COE, will they make a new residence card/my number card for me. In this case do I not have to then contact Shinjuku ward about my last status, like tax, etc?
  2. I am not able to contact Shinjuku ward, as I could not find their contact email address, so I dont know what they have to say. If I get the same residence card/my number card do I have to go to Shinjuku ward to settle the tax, and ask for move out, so that I can go to a new ward in Tokyo? (my new company is in Shibuya).
  3. The only information I got on this matter was from immigration japan email "Regardless of the expiration date of the visa/residence card, you were required to return to Japan within 1 year. Therefore, now, your visa is canceled. In case you want to return to Japan, you would have to apply for another visa at the local Japanese consulate/embassy and, for that, you would need to get a Certificate of Eligibility under a working status applied by your host organization in Japan."

I was not able to find any help on this particular case anywhere, so Thanks a lot in advice.

I am really worried about any legal issue, please kindly let me know if I am missing anything. I want to settle anything and start a new life again!
