I’m not japanese, but you can get them as a part of the Google keyboard. I have a pixel phone and it comes with it. I know you can download it for some other phones as well. ✧◝(⁰▿⁰)◜✧
Gboard by Google on Android also has them in Japanese input mode.

I think kn most Japanese keyboards (android, ios, windows), just type かお aka 顔 aka face, and in the list of suggestions will be normal face emojis and Japanese face emojis.

For iOS, the default Japanese keyboard has quite a few. Keyboard apps like Simeji have more.
for windows, pressing the windows key and the period gives you a menu with a bunch of them. o(*°▽°*)o

They are commonly called “Kaomoji”
Kao – Face in Japanese
Moji – Emoji
If you want a certain Kaomoji, just put Kaomoji afterwords. Example: Sleeping Kaomoji

On Android, there’s a free app called Kaomoji where it’ll easily let you copy paste them with one tap. You can make custom ones too.
With the ime keyboard you can typically just type in かおもじ and they’ll show up where kanji usually do
